Support Scaffold for Flood Damage Structural Repair, Cockermouth

Structural support scaffolding stabilising a flood-damaged riverside property during emergency wall rebuilding and ground-floor reinstatement in Cockermouth.

The Project

Following severe flooding along the River Cocker, the owner of a two-storey riverside property on Cockermouth’s Waterloo Street was referred to us by their insurance loss adjuster. Floodwater had undermined the ground-floor masonry on the gable wall facing the river, causing a significant lateral bulge in the stonework and cracking around two window openings. The structural engineer’s report classified the wall as at risk of partial collapse and recommended immediate temporary support before permanent rebuilding could begin.

The project required structural support scaffolding to brace the damaged wall externally while the ground-floor masonry was dismantled and rebuilt from foundation level. The scaffold also needed to provide working access for the stone mason and allow continued occupation of the first floor during the works — the family had nowhere else to live and the insurance claim did not extend to alternative accommodation for the estimated eight-week repair programme.

Our Solution

We designed and erected a support scaffold incorporating raking shores braced against the bulging gable wall, transferring the lateral load safely to a reinforced base structure on the adjacent pavement. The shoring system was designed in consultation with the client’s structural engineer, with calculated load paths documented for the building control submission.

Alongside the structural shoring, we erected independent scaffolding on the river-facing elevation to provide the stone mason with working platforms at every course height during the rebuild. A protective canopy was installed over the pavement to shield pedestrians from falling debris during the demolition and rebuilding phases. The scaffold was designed to allow first-floor window access to remain available throughout, so the family could continue using the bedrooms and bathroom above while ground-floor work progressed beneath them.

The Challenges

The property’s position directly on the River Cocker meant the scaffold base on the river side had to be set back from the bank edge and designed to withstand potential further water level rises during the autumn repair window. We used weighted base plates and additional bracing on the riverside section, with a monitoring protocol agreed with the structural engineer that specified scaffold inspection triggers if river levels exceeded defined thresholds.

Waterloo Street is narrow and carries both pedestrian and vehicle traffic. The pavement canopy and raking shores reduced the available footpath width, requiring temporary pedestrian management signage and a diversion route agreed with the Cockermouth town council highways officer. Ground conditions beneath the pavement were saturated from the flood event, so we installed deeper sole plates with compacted aggregate pads to prevent scaffold settlement over the eight-week hire period. This type of post-flood structural work is unfortunately familiar in Cockermouth, and our experience from previous emergency response projects in the town informed every aspect of the scaffold design.

The Result

The support scaffold was erected within two days of the structural engineer’s report. The gable wall was carefully dismantled course by course from the independent scaffold platform, with each stone numbered for potential reuse. The wall was rebuilt from new foundations using matching sandstone, with flood-resilient detailing incorporated at ground level. The scaffold remained stable throughout two further high-water events during the repair period. Total programme was seven weeks — one week ahead of estimate. The family remained in the property throughout, and the loss adjuster confirmed the scaffold documentation met all insurance claim requirements.
